Starting as a volunteer at the age of 21 in the civil defense area, Ray Derby expanded his knowledge and over the years has been recognized as a leader in his respective field. Positions he has held include: Civil Defense Director for the largest city and county in Montana, a Civilian Disaster Preparedness Officer for the U.S. Air Force Strategic Air Command (SAC), the U.S. Air Force Europe (USAFE), the Federal Emergency Management Agency (FEMA), and its predecessors, and the Federal Aviation Administration (FAA).<\/h4>

His education includes over 1,000 hours of specialized training in various emergency management fields. Training was received from institutions such as, United States Air Force Disaster Preparedness schools, Nuclear Weapon Effects schools, Civil Defense schools and others. His accomplishments are well known throughout the emergency management community and include:<\/h4>

  • Serving as the principal policy advisor for FEMA on all wartime CBR issues.<\/h4><\/li>

  • At the request of the Canadian Government, served as a U.S. Government<\/h4>

    representative on committees providing conceptional guidance in support of<\/h4>

    the Canadian Government Preparedness Program.<\/h4><\/li>

  • For many years, served on various U.S. Government committees providing<\/h4>

    guidance and expertise in the continuity of government (COG) planning.<\/h4><\/li>

  • Designed, developed, upgraded and inspected hardened emergency<\/h4>

    operating facilities (EOFs) throughout the Federal Government.<\/h4><\/li>

  • For over 20 years, provided expertise, guidance, training and classified<\/h4>

    resources to the White House in support of the President of the United States.<\/h4><\/li>

  • Assisted in the development of a specialized disaster preparedness training<\/h4>

    school for the White House.<\/h4><\/li>

  • Designed and developed CBR protected command and control centers for the<\/h4>

    U.S. Air Force in Europe.<\/h4><\/li>

  • Designed, developed and conducted in-depth inspections on all Federal<\/h4>

    agencies’ relocation facilities and assisted in upgrading facilities to meet<\/h4>

    established standards.<\/h4><\/li>

  • As a member of the Shared Resources (SHARES) Communications System,<\/h4>

    served as the Federal Aviation Administration representative for nine years<\/h4>

    assisting in the development of a Federal agency-wide High Frequency (HF)<\/h4>

    system for support during National emergencies.<\/h4><\/li><\/ul>

    Recognition of his efforts can be seen in the accomplishments he has made
